    Vice Chairman

    With more than thirteen years of work experience in the environmental field, Mr. Chen's expertise is predominately in the investigation and remediation of soil and groundwater pollution, its pollution potential and health risk assessment. He is also an expert in the management of land development of contaminated areas.

    Mr. Chen led in many projects related in the investigation and evaluation of polluted abandoned plants, such as the investigation and cleanup of the heavy metal pollution for Tai-Ho Mechanical Plant; the monitoring of pollution remediation at RCA's old Taoyuan plant and the planning of its future groundwater remediation; the implementation of regulations in the remediation project of Kaohsiung Refinary Plant, CPC; the investigation and remediation of Phillip's Chu-Bai Plant; and the evaluation of Taichung Chinyu Metal Molding Plant. His vast experience and professional capability portray Mr. Chen as one of the leading experts in investigating and evaluating industrial sites.

  • Liou Tay-Ming
    General Manager

    Mr. Liou, a General Manager with Apollo Tech., has over 20 years of experience and a strong academic background in environmental chemistry and engineering. Mr. Liou's areas of expertise include the implementation of environmental management system and regulation compliance, emergency response for pollution sites, dumping site evaluation and clean-up design and supervision, site investigation and remediation.

    Mr. Liou has implemented environmental audits and regulation compliances for multinational companies such as ASE, Philips, 3M, Du Pont, Wirex, GM, Allied Signal in Taiwan and Belden Ltk China's facilities. He also has worked with various industry sectors including refinery plants, chemical companies, gas stations and government agencies.

    Mr. Liou has extensive experience in the chemical analysis of environmental sampling including the determination of analytical methods and development of quality assurance measures and sampling protocols. Also, Mr. Liou leaded emergency response plans for EPA over 6 years. In particular, he has developed remediation strategies that deliver the most cost-effective solution for a particular site/contaminant matrix for the clients.

    Furthermore, Mr. Liou had conducted site evaluation for over 200 illegal dumping sites. He played a key role in developing the Hazardous Ranking System (HRS) for EPA in Taiwan. The sites are cleaned up according to the priority list. In addition, Mr. Liou also conducted the clean-up design for an abandoned dumping site for Kaohsiung city EPB. A total of 440,000 cubic meters of wastes was cleaned within three years. The site is currently being redeveloped as a residential area.

  • Wei (Phil) Yu-Ting
    Vice General Manager

    Wei (Phil) Yu-Ting , Ph.D.

    Professional Qualification

    Dr. Yu-Ting (Phil) Wei, Ph.D. in Environmental Engineering from National Taiwan University, MS from Carnegie Mellon University in Computer-aided Engineering, and certificated Professional Engineer in Environmental Engineering in Taiwan. With twenty years of work experience, Dr. Wei is currently a senior manager at Apollo Technology, heading the research of treatment process for the remediation of mercury contaminated soil, and applying it to a full scale soil washing treatment plant at An-shun sit. Dr. Wei has published his researches on outstanding journals such as ES&T and Water Research, and contributed to a textbook chapter published by American Chemical Society. He specializes in chemical treatment of soil and groundwater, development of nanoscale reagent for environmental application, modeling of nanoscale particle transport, and implementation of environmental information system.

    Prior to his enrollment at CMU, he worked full time as a project engineer at Waste Minimization Technology International, Inc. in Taiwan. His primary responsibilities were to lead projects sponsored by Taiwan Environmental Protection Agency (EPA) and Industrial Development Bureau (IDB). Projects involved extensive communications with government officials, comprehension of environmental regulations of other countries, implementation of environmental policies and development of treatment design, etc. He also assisted four manufacturers in building their ISO 14001 environmental management systems.

    After graduating from CMU with a M.S. degree, he went back to Taiwan to accept the position of Project Manager at Apollo Technology Co., LTD in 1999 and has been with Apollo since then. With the extensive hands-on experience using computer languages such as C++, Java, and Visual Basic, he headed the “Fugitive Components Management Information System” project for Formosa Petrochemical Corp (FPC). The system was originally developed in the U.S. and then customized and implemented as the main framework at FPC’s Mai-Liao Plant. Written in Visual Basic, the system adopted has the two-tier client/server to manage inspection data for over 250,000 components at Formosa’s Mai-Liao Plant in Yunlin. In addition, he was responsible in implementing an emergency response information system for the Atomic Energy Council to manage crisis contingency plans at its nuclear plants.

    Other than implementing information applications, Dr. Wei also contributed his background knowledge to soil and groundwater remediation and environmental management works. He played a key role in developing soil remediation policies and regulations for EPA, which EPA included in its promulgation of Soil and Groundwater Pollution Remediation Act in 2000. With the announcement of this new regulation, stakeholders would have to pay more attention on soil or groundwater pollution to prevent liabilities of remediation. From 2003 to 2008, Dr. Wei headed the team in participating in a Tainan EPB project, which involves a continuous supervision of four years on soil or groundwater remediation sites and the drafting of legal claims on these sites.

  • Dong (James) Tien-Hsing
    Manager

    As a senior hydrogeologist of Apollo Tech., Mr. Dong has over 15 years of experience working on investigation and remediation projects of soil and groundwater pollution. With his extensive hydrogeology background, Mr. Dong's primary expertise includes site assessment, planning and design of site-specific monitoring well and polluted groundwater transmission, etc. He participated in the planning and designing of ex-Bureau of Environmental Protection's groundwater quality control system and in the making of its operation manual procedures. He was also involved in setting up the remediation standards of TCE-polluted groundwater. Others included the detailed investigation and pollution control of DNAPL pollution in Hsinchu Science Park; remediation oversight and verification of soil contamination on farmlands; the monitoring of groundwater quality in major areas of Taoyuan; detailed investigation of Lion and Ping-Zhen Industrial Parks.
